Planning Obligation - A Guide to Section 106 and Developer Contributions

Representation ID: 275

Received: 11/12/2009

Respondent: National Express East Anglia / c2c Rail

Representation Summary:

The document should make it clear that contributions may be expected towards the improvement of railway stations and access to those stations, primarily by sustainable modes. Evidence of the need for improvements may be provided by the Borough Council (through the LTP or completion of Station Travel Plans) or by the railway industry (through franchise agreements, investment programmes or route utilisation strategies). The document should reinforce the role of the railway as an efficient mass transit system for Southend - in particular the c2c line, with a dense network of local stations and a turn-up and go service.

Representation Summary:

2.19 Extra bullet point after this paragraph - "Developers should also be asked to provide evidence of their support for sustainable travel through the submission of a Travel Plan or a statement summarising what sustainable facilities and support will be provided through the development. This document would also need to clarify how the users of the development will be able to travel sustainably and how the site occupants will actively promote walking, cycling, public transport and car sharing."

Planning Obligation - A Guide to Section 106 and Developer Contributions

Representation ID: 311

Received: 05/01/2010

Respondent: Highways Agency

Representation Summary:

The Highways Agency welcomes proposals to pool contributions from a number of developments which share facilities in Southend-on-Sea. Paragraph 2.19 states that these contributions will be pooled towards wider projects. Whilst the Highways Agency is broadly supportive of this approach, in order to maximise sustainable travel it is recommended that a proportion of developer monies should be set aside to help fund local sustainable transport initiatives.

Respondent: Essex Bridleways Association Southend Area Representative

Representation Summary:

We would ask that with any new development, of an appropriate size, developers be required to provide a bridleway and we are pleased to see that this has been covered in 2.19 .
