2.41 "For agreements that require a Travel Plan, an appropriate fee should be contributed to ensure the travel plan is completed, particularly the staff travel and action plan, and monitored regularly when the development is actually occupied. The fee will be appropriate to the scale of the development." I am hoping to discuss this further with relevant staff in the new year.

The administration and monitoring payments for agreements involving multiple heads of terms are considered to be excessive. The figures appear to have been calculated on the basis of the need to cover the costs of monitoring during a year (2008/9) of reduced development activity when presumably fewer obligations were entered into. A lower percentage contribution and a lower cap should be applied.
