The vision is too vague to make a judgement.
This 2015 document only mentions people as categories. It mentions building on car parks and creating more precincts without any consideration of how people of all ages and abilities including elderly and/or disabled, (blind, deaf, restricted mobility, learning disabled) mums with children and buggies are going to access and move in this changed and regenerated town centre or how it will cater for all kinds of visitors.
