Currently there is no cycle route at City Beach and cycles ride illegally on the foot path. A cycle route should be built the whole length of the sea front on the road and not on the footway. The cyclists should stop at pedestrian crossings.

Victoria Avenue should be rebuilt with more safety features for pedestrians.
The cycle route built on the footway outside the Civic centre should be removed.
The road should be widened and the cycle track should be on the road, leaving the pavement clear for pedestrians.

When considering any of this plan you must take in to account your responsibilities under the Equality Act.
With the numbers of elderly and disabled people that will live in Southend during the next ten years I do not think you have taken enough account of it. No listed Sheltered housing, no day centre facilities for disabled people, no parking for disabled people, no facilities for guide dog owners or other assistance dogs, no public toilets.
The maps referred to were not explained on the cd so I could not comment on them.
There were many references to your Website which I and many other blind people do not have access to.
