Castle Point Borough Council supports Southend-on-Sea Borough Council in seeking to set out clear and transparent policy and guidance for developers/applications on what Planning Obligations are by the Council as the basis for negotiations.

There is however concern that the policy and guidance set out in the draft document does not provide the necessary clarity around many areas of infrastructure including transport, education and community facilities to enable Southend-on-Sea Borough Council to effectively collect contributions towards such infrastructure. It is unclear as to which types of development would be expected to contribute towards infrastructure provision, and what levels of contribution would be expected.

In light of the potential for a Community Infrastructure Levy system to come into force in 2010, I would like to suggest that greater consideration be given to developing tariffs for different types of infrastructure. This will give greater clarity to developers/applicants, and could be more readily adapted to a Community Infrastructure Levy in the longer-term.

I would also like to suggest that consideration be given to opportunities for Southend-on-Sea Borough Council and its neighbours, including Castle Point to work together to deliver infrastructure in the longer-term through pooled resources, including developer contributions/community infrastructure levy.
