In relation to the Southend-on-Sea Borough Council draft planning obligations SPD, EEDA strongly supports the provision of additional guidance on the process of developer contributions in line with Circular 05/2005: Planning Obligations. Given the growth agenda in the East of England, the ability to effectively secure the appropriate infrastructure and services to support this is essential.
