At paragraph 66 whilst any common sense reading of this section will indicate that only small increases will be allowed in exceptional circumstances. Experience suggests that a definition of small should be included and perhaps a return to the minimum distance to height specification which was included some years ago. If this is done further restrictions would be necessary to prevent 'stepping' to get around the rules.

The draft generally represents a step in the right direction. It may however be the case that there is still insufficient weight behind some of the core principles especially limiting climate change, preserving the Green Belt and producing a desirable environment to live in.
