I've mentioned in Section 8 about making use of disused properties first before building new blocks of flats.
Yes, each new number of houses should have the appropriate number of places at school, dentist, doctors, parks etc for their inhabitants rathe than put more pressure on existing resources. No doubt there's a formula for how much space etc an individual needs to thrive. We should not stint on this.
