Yes – consideration should be given to this, but not in isolation within the Borough. The best agricultural land in the Borough may not be a good as agricultural land elsewhere, therefore the trade-off between agricultural land and housing should take place at a more strategic level for the greater good, with the Council then delivering its part of whatever is regarded as the best mix of agricultural land v development at the overall strategic level.
