Yes. There is no need to put tall buildings directly on the seafront, there are many sites in Southend where the rise in ground will provide excellent sea views and be near commuter hubs.
For example there is no point in putting a Casino in a building with a view, the most successful gambling resort in the world is Las Vegas which overlooks a desert.
